In september 2000, two Dieppe acadie representives were in Dieppe France for the kite festival. At this time, there was no kite festival in Acadie.
In January 2001, following a request from Dieppe Canada, an official delegation from Dieppe France, accompanied by Sandrine Frébourg, the organizer of the french festival (Dieppe Capital of kite), was in Acadie to evaluate the possibilities of organizing a kite festival in Dieppe Canada.
The Dieppe Capitale du Cerf-Volant delegation helped evaluate the possible areas to organize the event, as well as look at the public and local autority expectations, and to prepare an appropriate program for the first edition.
During this mission, a cooperative agreement was signed. This agreement allowed the acadian comity to benefit from the french organizing team's experience and advice.
During the folllowing months, Pierre Michaud, in charge of the organization of the first acadian festival, worked in collaboration with Sandrine Frébourg. Six months were sufficient to put together the first "Dieppe en Fête" edition.
